IPSEC Services failure

I have noticed in the event viewer under the system tab I always have an
IPSEC services error, with an event ID of 7023. Any Idea why and how to
correct this problem? Along with this message, I get 2 others, one for DCOM
and one for PfModNT service. DCOM appears 2-4 times in a row. Any help would
be appreciated. Here is the messages:

{1BE1F766-5536-11D1-B726-00C04FB926AF} is the COM+ Event System service.

COM+ Event System service is required for System Event Notification. If you
disable this service, you will find DCOM will create an event log noting
this service is not running. To figure out if you need this service running
or not, take a peek at your "X:\Program Files\ComPlus Applications" folder
for any COM+ applications installed in there. If not, it's probably safe to
Disable this service.

System Event Notification service will notify and log events such as logon's
and power problems. Most of us couldn't care less about this information.
