Missing Menu Bar

Recently, I have been missing the Menu Toolbar in Access. I have tried right
clicking in the toolbar area (I still have the Form View toolbar) and then
going to Customize Toolbars. But when I get there the Menu toolbar is not
even one of the selections. Not sure how that can get removed! Any help
anybody can provide as to getting the Menu toolbar back is appreciated.

Before opening the db, select it (not double-click) hold down the Shift key,
then open the db. This should bring up all of the toolbars.

Go to Tools-->Startup and determine if the proper checkboxes are checked.

Thanks, but that didn't seem to work. I selected the database then opened it
by pressing <Enter>. I still didn't have the Menu Bar. Any other ideas?
