Missing Install Driver?

Everytime I try to install something new that needs to put a file in my
windows directory, like Quicktime for instance, I always get this error,

1608: Unable to create InstallDriver instance,
Return code: -2147024894

This just started happening recently, no clue what to do, any suggestions?

Thank you Jim, however that did not solve the problem.

I tried also going into safe mode and when I tried to do that and install
the program it gives me this error...

1607: Unable to install InstallShield Scripting Runtime

I followed all the steps in the links you gave me so not sure whats going on.

i keep getting the same problem when i try to install Sony's Sonicstage
software. i tried following the advice on the links given but this has not
solved the problem. any other advice would be helpful
