Missing icons and start bar

ok i did a very bad thing

you see iam the main computer user in the house and i guess i thought i
knew it all. anyways theres a game i love to play and it needed updates,
so, desprite to play i deleted random files and i ended up losing my
startbar and icons ...i found this site and saw a few things on how to
get to restore and when i found how to the restore point before the
incident has been removed when i try to run internet explorer from the
task manager the start bar flashes on then goes back off and internet
expolrer dosnt come up (Thank god for firefox) anyways if you can help
please dont hesitate to reply

Disable SSPD service... Then try to reboot again.

Three things to try:

Click Start, Run, type SFC /SCANNOW, click OK. If any files are damaged
or missing, they'll be replaced. You may need to reboot afterwards so
damaged files will be replaced.
