Missing File On Start Up

I get the message: Windows 2000 could not start because
the following file is missing or corrupt: \WINNT\SYSTEM32
\CONFIG\SYSTEMced. I have installed Windows 2000 Pro
several times and still get this message. I even bought a
new hard drive and got this message. It always happens
after the computer has been off for at least a few hours.
The only way I can start Windows 2000 is to boot with the
installation CD and follow the repair process. Has anyone
else had this problem? What could be causing this?
