Missing emergency boot disk

Hello, looking for some help\advice.
My PC crashed recently & while trying to recover it
required a emergency boot disk (EBD), which I seem to
have misplaced.

What are my options?
Is there any way of creating a EBD in DOS?
DO I need to re-install windows?
