Emergency Repair Disk

WINDOWS 2000 PRO
When I try to create an Emergency Repair Disk I get the
following error message:

"The operation Failed.

The disk file was not found or was inaccessible."

I have tried with two different, newly formatted floppy
disks.

I did create a disk many moons ago but that was before SP4
and numerous critical updates. My hardware has now
changed in various ways (DVD burner, PCI USB 2 card, etc.).

Any advice would be much appreciated.

Check that the file 'setup.log' exists in the
\winnt\repair
directory.
