missing dll.32 file

I need some advice, when I turn on my computer I get an error message that
tells me that my dll.32 file has been moved to another place. I went to the
microsoft download and downloaded two programs as I was instructed to do.
However I am still getting the same error message. Does anyone know how I can
fix this problem? I even tried to do a system restore and that didnt even
work.
Any help would be greatly appreciated.
The system error is as follows. Illegal system dll relocations, the
application_executable_name - Illegal System DLL Relocation

The system DLL user32.dll was relocated in memory. The application will not
run properly. The relocation occurred because the DLL
C:\Windows\System32\Hhctrl.ocx occupied an address range reserved for Windows
system DLLs. The vendor supplying the DLL should be contacted for a new DLL.
Please help me solve this.

I looked there and downloaded both programs they said I needed but I still
get the same errors. Any other suggestions you might have would be greatly
appreciated.

Check Google for "Illegal System DLL Relocation". There are more
than 78,000 references to it.
