Missing dialog balloons

The dialog balloons that should be appearing above the Windows Defender and
Safely Remove Hardware tray icons do not appear. I can hear the sound
associated with the balloons appearing, but the balloon and dialog are not
visible.

Any suggestions on how to fix this?

Have you used any tweaker, etc to disable them? Or is this a current issue?

This is a current issue. I just started using an external hard drive (Safely
Remove Hardware icon) and Windows Defender (Windows Defender icon). I have
not used any tweaker to disable the dialog balloons.

Found the problem - the registry value for "Enable Balloon Tips" was changed
to "0". I'm not sure how that happened, but I changed it back to "1" and
after a restart the tips started appearing.
