missing desktop GUI

I turned on my computer and it booted up normally. I logged in and the
desktop flashed and disappeared. I have a lovely view of the backdrop but
that is it; no icons, no task bar, nothing. Right or left clicking does
nothing. I can start programs by bringing up the task manager (shft-ctrl-del)
and selecting new task and they run normally (except for the control panel,
which flashes and disappears). Safe mode suffers from the same issue. I've
tried repairing the installation using the Windows disk to no effect. ANyone
have suggestions on how to get the desktop GUI back, please.

You may have to bite the bullet and do a format and clean install of
WinXP.
