Missing clipboard in WINXP home

I cannot locate the clipboard viewer in XP. When I go to Add/Remove programs then WIN Components, Accessories,System tools it is listed and the box is checked. When I go to system tools on the all programs submenu it is not there. I have also tried going through the program folder and it is not listed. In short I have tried searching everywhere I could think of to no avail. Any suggestions?

Perform the following:

1. Right-click on your Desktop and select: NEW > SHORTCUT
2. In the Create Shortcut window, type in: CLIPBRD.EXE , and click "Next"
3. In the next window, type in: ClipBoard Viewer , and click "Finish"
4. A ClipBoard Viewer shortcut icon will appear on your Desktop.
