Clipboard nuisance

WinXP Home SP3 :
When I am processing photographs, I have two graphics programs open
simultaneously. I convert and save my RAW files, open them in another
program and paste a template which I use for cropping. Fairly
recently, I have had to click "paste" twice before the template
appears, which is rather tiresome. It may be something to do with my
graphics app (although I have asked on the appropriate NG without
success) or a lack of memory, of course, but I thought that I would
ask here before reinstalling or buying more memory, just in case it
could be a Windows clipboard thing and easily solved.

what if you use ctl-v key instead of mouse to paste?

or that is not an option with the graphic app?

Unfortunately, ctrl+v is the same, but thanks for the suggestion.
