Missing CD-Rom when soft re-boot

Helped a friend recover from a virus. Installed XP Home
Edition on a Dell 830 mhz, Pentium III. Noticed when re-
booting from the close computer window, that the cd-rom
drives are missing. Only after a hard re-boot, the drives
are available. Are we using the wrong drivers? Seems XP
would have chosen the right ones. When viewing there
property tabs, they are named accordingly.
