missing bottom bar of browser: irritating, probably insignificant

Judging from the other questions and comments I've read here, this question
may be too stupid to post here.

For some time now, the bottom bar of my Internet Explorer is usually missing
(except this one time, for this pop-up, ironically.)

So when I point at a link, I don't see where I'm potentially navagating to.
When I click the link, I don't see the progress bar load (making me wonder if
it's working at all) or when loading, the number of items remaining. The bar
also shows the IE logo with a done, security settings, pops blocked or
allowed and the globe with the word "Internet" behind it.

On this particular pop up window that I'm presently where the bar is present
at the bottom of the page, there is no menu (file, edit, view, favorites. ..
back, forward, stop. . . address___________Go, links. . . . nor the MSN
toolbar.

Is there a connection?
