Missing Backup Restore Wizard

I have had a lot of trouble with my computer shutting down. I am attempting
to back up my registry. I clicked Start, Accessories, System Tools and the
only thing i get is the Microsoft Security Center as an option..My Backup
Wizard is missing. Anyone have any idea what to do?
