minimized programs won't restore

Programs minimized to task bar won't restore when clicked. If I ALT-TAB, I
can get to all open windows (and they are in normal, visible part of the
screen). But if I just click on them in task bar, they highlight in the task
bar, and then stay minimized.

This does not happen all the time. If I reboot, the problem goes away for a
bit and then comes back.
