Miltiple instance of Windows Explorer

Does anyone know how to set up XP so shortcuts will RELIABLY open multiple
instances of Windows Explorer? I have several XP SP3 machines configured so
CTRL+ALT+E opens Windows Explorer in logical directories of users' choices.
On some machines, pressing CTRL+ALT+E multiple times will open multiple
Explorer windows. On other machines, pressing CTRL+ALT+E multiple times will
open only one instance. On one machine (my own), XP allowed me to open
multiple nstances until a week ago. Then the behavior switched mysteriously.
Users can go through the tedious Start>Programs>Windows Explorer process to
open multiple instances, but why go through the pain when a shortcut should
work?. BitDefender and Spybot S&D cannot find any malware.

Start-E will open multiple instances on this workstation. But
repeatedly dbl-clicking on My Computer will only open one instance,
unless I open a drive letter in each successive window.

You could create a batch file directing each instance of Explorer to
open the desired locations.

The /n switch for Explorer will force a new window, even if the new
window duplicates a window that is already open.

All my shortcuts carry position targets something like this:
%SystemRoot%\explorer.exe /n,/e,n:\all-data\clients. While the /n switch
perhaps SHOULD force new windows, it does not do so in all XP installations.
As I mentioned, the shortcut opens multiple instance on some machines and not
others.

Longshot, but did you try "Launch folder windows in a separate process"
in Folder Options, View tab? It's not selected here and it works, but
maybe try it on the ones that don't.
