Milo: Can no longer send webpages as the content of an email

Used to be that I could send the content of a webpage within the body of an
email.
I believe it was through Action/NewMailMessageUsing or something like that.

Every way I try, though, the webpage ends up as an attachment, not in the
body of the note.

Am I doing something wrong? Has a setting changed somewhere?
Or has it been so long since I've done this that the ability predates my
moving to Outlook '03? (Sure seems odd that they'd have taken that feature
away!)

In Outlook, your default mail format needs to be set to HTML. Then in Internet Explorer, use the File | Send | Page by Email command and hope that the page isn't too complex.
