i am having a problem accessing some .mil websites, mot importantly:
https://www.us.army.mil
i get the "page cannot be displayed" deal. i cannot figure out why this is.
my internet settings seem to be fine. the .mil websites are, as i know, the
only ones i am having difficulty accessing. can someone please help? it is
very important that i am able to gain access to this website.

With "some but not others" and "page cannot be displayed", I'd suspect an MTU
setting.

Though if it's .mil, are you sure that you're allowed? Maybe there's a .mil
firewall on the other end.

It's an unclassified portal, and it seems that the server was down, but
just came back up. Try again.

I didn't stop to read the message:
"AKO is currently undergoing emergency maintenance. Some users may
experience slow response times when accessing their email accounts. User
whose accounts begin with M thru R may not be able to access recently
created folders. The visibility to these folders is being restored. We
apologize for the inconvenience."

Go to the AKO frontpage, after clicking through the security certificate
warning, and click on the link titled "How do I install the DoD Certificate?"
under "Common FAQ's". Following this thread will enable you to download and
install the two DoD security cerficate packages. After you successfully
install the certificate packages, you won't see the Internet Explorer
security certificate warning anymore when you visit .mil sites. BTW, you
must have a valid AKO username and password in order to download the
certificate packages. Hope this helps.
