Migrating Windows 2000 AD to Windows 2003 R2 AD

We had just done our first test migration of a Windows 2000 AD domain
controller to Windows 2003, than no sooner does Microsoft come out with
Windows 2003 R2. I'm very disappointed to see that R2 doesn't have a clean
upgrade path from regular Windows 2003. Is the procedure to migrate from
Windows 2000 AD to Windows 2003 R2 AD identical to the migration to regular
Windows 2003 AD, or are there additional/different steps?

Looks like I misread a comment about licensing and thought it meant the
direct upgrade was prohibited. More reading makes it look like R2 is
really just Windows 2003 SP1 with an extra CD with optional features.
