Migrating from .Net Framework 1.0 to 1.1

I am wondering if there is an update tool, maybe something like the ASP.NET IIS Registration Tool (aspnet_regiis.exe), for moving from .Net Framework 1.0 to 1.1. The reason I am asking is that it would be nice to be able to avoid sending a 23 meg file (dotnetfx.exe) over a modem to every machine that needs to be upgraded. Is there a simpler/smaller way to upgrade?

Send a CD...
 
We could do that but we are looking to avoid sending out a CD for each of the dozens of upgrades needed. It would also be nice to use the existing connection to these machines and not have to either send a CD and have the user do the upgrade or send a person to each site.
