Migrating From Access

We have an Access application that is working well but we would like it
to work better. Here's the situation:

We have users in the States and overseas who all want to connect to the
same database. Some of these users (especially the ones overseas) want
to be able to go into the field where there is no internet access and
take both the data, and the functionality of the database with them.

The way we work it right now is that people overseas download the
frontend and backend of an Access database, then once a week, the
different teams upload their new data (their backends) to our server
and we run some scripts to combine all the data. We then send out the
"combined" backend for all to download so that everyone has everyone's
information. When we develop a new version of the frontend, we push
that out for all to download.

Question: Does anyone know of a web or application based solution that
can allow us to manage one database on a server, yet allow users to
download all data to their HDD, so that they can work offline? The
only requirement would be auto-syncing when a connection is
reestablished. Other than that, we are open to anything. Web-based or
app-based frontend, pretty much any type of db on the backend - the key
is the working offline.

Any suggestions/advice/enlightenment would be appreciated.
