Migrate to new server

Is there an easy way to migrate existing Windows 2000 Server settings,
accounts, rights etc from a current 2000 server to a completely new server
also running windows 2000 server?

If they are both domain controllers you should have a synch'd copy of user
accounts and policies, you could also force synchronization on them if you
are planning on permanently removing the machine.
