Microsoft Update

Each time I run Microsoft Update (or Windows Update) I am informed that I
that can install 'Microsoft .NET Framework version 1.1'.
I select it and go thought the install option and it completes successfully.
But the next time I run 'Microsoft Update' the option to install it
reappears.

All other updates work just fine.

Any suggestions. How can I tell if it really is installed or it just not
being detected?

Unless you're running something that needs it, you don't need to
install it.
