Microsoft Streets and Trips 2006

I am trying to install MS Streets and Trips 2006 and keep getting the
following message:
Error 1326. Error getting file security: C:\program Files\Microsoft Location
Finder\ WiFiScannerLibrary.dll GetLastError: 5

IE Controls and permissions are set properly. WiFiScannerLibrary.dll is
listed in Location Finder. Running XP Home Edition SP2- P4 3.2 1 Gig Ram
DSL. Any suggestions?

This stuff is related to the dumb-ass "feature" introduced
in S&T 2006 that attempts to find out where you are by querying
any wireless AP's it might find in the area.

Instead of updated MAP DATA, we got this crap - the map
data, at least for the Phoenix area, did not change at all from
2K5 to 2K6.

Anyway, I seem to remember an option to NOT install this dung during
setup. Try that.

If that doesn't work, turn off and/or remove your Wi-Fi card
(if you have one) so the system isn't actively using it and try the install
again.
