$66 is still a lot more then a dollar in China. I doubt this will do
anything to stop piracy in China.

3 bucks is pretty cheap.
That type of business strategy would be illegal in the US. When you drop
the price to unrealistic pricing to edge out your competition. Its not
the first time MS has done this and won't be the last.

Do you guarantee none have been modified in some way to take advantage
of a person hoping only for the free download?

Perhaps some may be as you describe, but no one is likely to guarantee
it in a substantive way.
