I am using Outlook 2000. Can I edit my own key words in filter.txt in order to filter some unwanted emails.

No. That file has no function.
 
Yes you can but with today's spam it won't help you much fighting it by
adding words to it. Either upgrade to Outlook 2003 which has a Junk E-mail
Filter and Internet Picture Blocking or use an anti-spam tool like
MailWasher

No, as Michael says, it has no function. It's only for review.
