Microsoft Jet database engine stopped the process because you and another user

I am having an MS Access database and when I try to open
it I get the error:
Microsoft Jet database engine stopped the process because
you and another user are attempting to change the same
data at the same time
I have tried using the latest Jetcomp.exe and it doesn't
help. I tried using EXCEL's Get External Data process
mentioned at http://support.microsoft.com/default.aspx?
scid=kb;EN-US;304561 but that too refused to work.
