Try the following and see if it helps:

Click Tools, click Internet Options, click the Advanced tab, and make sure
that the box labeled "Play animations in web pages" is checked. If it isn't,
check it, click OK and then try viewing an animated GIF again.

If you have a software firewall, such as Zone Alarm, and/or an ad/pop-up
blocker installed, disable the firewall and/or blocker and then see if the
problem goes away. Some Google searching yielded the possibility that some
program running in the background that is designed to block ads may prevent
the GIFs from displaying properly.
If you have Zone Alarm, not really sure about the version, although I think
it is one of the paid for versions, try Privacy - Ad Blocking - Custom -
uncheck the "Animation" box.
If you're using Norton Internet Security, try right clicking the task tray
and open Norton internet security -
Go to Options>Internet Security
Then click the Web Content tab
Make sure Animated images and Flash are on "permit" not block.
If you have SpywareBlaster, under Tools there is a tab for Flash Killer,
make sure this is disabled.

Internet accelerator programs can also cause this. They use compression on
images and lose too many frames for the animation to work.
If these steps do not resolve your problem, please post back to this thread
with the details and any error messages.
