Microsoft Installer error message 1406 "unable to write to key val

I am receiving this error message when I try to install many different
programs. Itunes, norton antivirus, adobe acrobat reader. I have windows xp
home edition sp2 installed (factory version). I am logged on as
administrator and the administrator has full rights to the registry. The
particular registry entry also has full rights to and this doesn't seem to be
the problem on a particular key b/c the 3 different programs got the error
messages on 3 different key entries.

Any help would be appreciated. THis has been a problem for a number of
months.
