microsoft help and support feature

When I click on microsoft help and support, or hit F1, I
don't get the help menus. They are installed, they just
don't come up when selected. I can get help from within
programs like word or IE, but now windows. Any ideas?

Installed and used any registry cleaners without reading the docs first?
