Microsoft Data Access Components unavailable in Vista Home Premium

Let me first start by saying that I was stupid enough to be a new computer
with the Windows Vista Home Premium 64-bit Operating System, thinking that
all programs would run on it and those designed for 64 bit operation would
really fly....

When I attempt to view a CD with Xrays I received from my Doctor I get the
error:

"You need Microsoft Data Access Components to view the contents of the
CD-ROM. You do not have administrative rights to perform the installation.
To install these components, please:

1. Exit all applicationa and log out of Windows
2. Log into Windows as an Adiministrator User.
3. Insert the CD again.

The CD will automatically install the MS Access Data Componetns and run the
CD Viewer. After you have performed these steps once, you will then be able
to run any CD Viewer while logged in as any user.

As you could see from the snapshot below (if I could include a graphic), I
am the Administrator! So what gives?

Sorry, but the "Access" in this newsgroup's title refers to the database
program that's part of Office Professional.

You might be better off reposting your question to a newsgroup related to
Vista.
