Recently purchased a "Gateway Desktop PC" with Vista Home Premium OEM 32-bit
operating system. How can I upgrade to the 64-bit operating system with my
32-bit OEM????

One cannot "upgrade" a 32-bit O/S to a 64-bit O/S.
You would need to purchase a 64-bit version of Vista
and perform a complete clean install which requires reformatting
the hard drive.

Also make sure that you're computer can handle a 64-bit operating system.
You'll need a dual core proccessor such as a amd 64 X2 or a intel dual core
processor.

Check with the OEM or your supplier. In some cases, you can change to Vista
64 at no or reasonable additional cost.
Are you sure that you can obtain drivers for Vista 64?
How about application compatability?
Remember to backup before you change.
