To download, go to Microsoft Download Center. I expect it also will show up
as an optional Windows Update on XP as well. (XP only.)

It had me verify that my winders was a valid one and run some
genuinecheck.exe file to get a code saying I was a real honest to
goodness winders user. It worked fine though, and I did the whole thing
in firefox so it doesn't require IE, which is surprising.
