Microsoft audio codec 4.0???

A file I recently downloaded needs the Microsoft audio codec to play sound. WMP
"pretended" to download and install it, but there's still no audio. Another
program can't play sound on the file because it says it needs that codec. I did
find the version is 4.0, but Googling only turns up endless lip service about
the codec and not a single working source for downloading it that I can find.
Ditto for a search on Microsoft's site.

Does anybody know what the precise file name is and which folder the codec
should be installed to? I'm keeping my fingers crossed I can find it once I
know the file name, assuming Microsoft hasn't exerted every possible effort to
hide it! ;-\

I have WMP version 9.00.00.3128.
