If you had taken the time to look on the Microsoft website (20 seconds)
you would have found this:

I do find it *QUITE* extraordinary and completely arrogant of Microsoft that
you have to get "converters" to convert documents written in different
versions of the SAME software!

So you want Word 2000 to read Word 2003 documents with no converter?
How is Microsoft supposed to know in 2000 about Word 2003 features -- or
Word 2010 features -- that will affect the file format?

It was probably writen in Word 2003, download and install OpenOffice
1.1.5 (if you don’t want to give Microsoft your money), although
Office 2000 carnt open Office 2003 documents, OpenOffice has no
trouble.

That's the point - the file FORMAT should be standard. that's precisely why
Massachusetts decided against MS Office for their FUTURE document formats.

So, for example, if Word 2000 file structure does not allow for (say)
Ruby Annotation (see http://www.w3.org/TR/ruby/), then no later version
of Word could ever support it? This would stop much progress dead in
its tracks! It is NEVER possible to image all the future possibilities:
change is inevitable, so file formats must be mutable.
