Help with opening an xps document

I am running WindowsXP sp3 with all the latest updates. I have
Microsoft.net Framework 3.5 SP1. I have
windows/system32/xpsviewer/xpsviewer.exe BUT I am not able to open a
document downloaded from Medicare site which has an xps extension. I
did look at file types and it does say open xps extension with
xpsviewer.exe. I click on the file and it opens my firefox browser
which aks me if I want to open or save. Pick open it send me to select
xps viewer then goes back to say question open with what window. Seems
to be an endless loop. Tried opening in Microsoft Office and got all
sorts of symbols. Lord knows how the government expects the average
senior to open these. Maybe I am getting a little senile. LOL

Any help would be appreciated.

Why it is not available in XP by default is a bit of a puzzle IMO.

Thank you very much for your accurate solution to my problem. I
downloaded the files and installed them. I was then able to open the
downloaded medicare xps file. BTW I sent a complaint to medicare
about their new xps file system which I could not print. They
responded "we have a known problem with this print function and are
working on it" Hope they use this newsgroup to fingure out what their
problem is.
