Microphone works sometimes, not others

Hi there... My microphone works fine when I use it to
record, and passes the Windows diagnostics. But, it does
not work when I dial out using my modem to make phone
calls.

I am using an IBM T41, with an Agere Systems AG'97 built-
in modem that was pre-installed.
