mhta.exe error

Tried to get into "add remove programs" and get a blank
screen. I closed it then re tried and got an error message
saying thet :mhta.exe failed and will close program. Tried
rebooting. same thing. Tried nortons "win doctor" Same
thing after. Any Ideas????
