Messenger contacts and Outlook Express

Is there a setting that prevents Windows Messenger
contacts from showing up in Outlook Express contacts?

The messenger in outlook express is the same as windows messenger, thus the
same contacts. In OE you can either turn off messenger or turn it on.
Tools, options.
 
Click Start, Run and enter REGEDIT

Navigate to:
HKEY_LOCAL_MACHINE\Software\Microsoft\Outlook Express

Right click in the right pane and select New, Dword value. Give it the name
Hide Messenger Double click this new entry and set the value to 2.
 
That is the same list of contacts. Perhaphs you just don't want the contacts
list to show up in OE?
View | Layout | Contacts.
 
I think this is what you're after....An excerpt from

Go to: Start/Run/Regedit and navigate to this key:
