Messages stuck in outbox

We are using Outlook 2003 with a POP server. May times though
intermittently users send mail that sits in the outbox and Outlook cannot
connect to the mail server. When this happens I am able to telnet to port
25 on the server. Closing Outlook and reopening sends all the stuck
messages.

Any ideas are appreciated.

I also have a recently occuring problem with Outlook 2002. Could problem
relate to recent MS patch?
My Outlook started to not send message from the compose window (needed send
/ receive menu button) in December. Now no mail is sent or received.
I have checked / revised Outlook settings:
- no errors when I test the ISP account setting
- Outlook is set to receive online only
- Increased server timeout to 10 minutes
I just tested the ISP (a major supplier) for possible error by installing
Thunderbird - which worked.

I had a look at removing and reinstalling Outlook - the how to is not
obvious in the control panel drill down for MS applications!

We miss using Outlook at home. In addition to Windows XP we use Norton IP.
