Messages staying in Outbox until close and reopen

I have one user, who continously has issues with messages getting
stuck in their Outbox. The addresses are well formed and correct. If
you hit Send/Receive, it just sits there saying preparing to send. If
I close and reopen the program, all of the messages are sent. We are
using Office 2003 Pro with all patches. Any help is appreciated
 
The computer, like all others on the network, is running Symantec
Antivirus CE 10. I have turned off the email integration for that
computer as well as disabled the Windows Firewall.
