emails hang in outbox until restart

I have a client with the following problem using Outlook 2003. I googled for
possible solutions but didn't find any. Can anyone suggest anything to try?

Intermittently, the outbox shows a number, indicating messages that are in
the outbox but not sent. However, when you open the outbox there are no
messages there. Also, if you look in the sent items folder, the messages are
not there indicating they have not been sent. When this happens, the
wireless connection to the internet is still solid and other internet
functions are working, such as incoming mail and Internet Explorer
connections. There is nothing special about the emails that go into "hold",
in other words no long attachments, etc. The emails are a mix of new emails
created, or replies, or forwards. Clicking on the "send/receive" button
doesn't help.

Fix: Close email. Turn off the computer (not just log off which doesn't
change the circumstances). Re-start. The message box shows the outbox
number at initialization but then it sends them and they go into "sent mail"
successfully.

Sounds very likely to be a faulty addin.
Which are installed?
When you close Outlook, does the outlook.exe process actually stops?

Tried it in Safe Mode already?
Start-> Run; outlook.exe /safe

In addition you might want to tell us the exact version number (Help->
About) and which mail account you are using.

I don't believe this client has any addins. I'll try the other things you
suggested. Thanks.
