Messages send in plain text only

Despite setting up mail format to HTML, my messages
always arrive at the recipient in plain text, EVERY TIME.
I dont know what to do anymore.
Version:
Outlook 2003 beta with technical refresh installed.
build 11.5329.5329
Is this a BUG?????Any help would be appreciated.

Can you send yourself messages in HTML format? It could be that the receiver
is limited to receive in plain text.

If this is not the case; how are you connected? Are you in a corporate
environment with an Exchange server or are you at home connected by
POP3/HTTP?

No, when I send messages in HTML to myself, they arrive
as Plain text. Not only that, if I select a background,
(such as "blank"), and send it to myself, the email
arrives as plain text with a gif attached, which was part
of the background. Yes, I am in a corporate environment,
but we do not use exchange. We use POP and SMTP.

Can other people with the same setup as you send HTML messages? The
background thing in normal when the message reverts to plain text as plain
text can't display backgrounds.
