After my installation of Vista got corrupted for a second time, I had to
backup and restore my Vista Mail folders. Although most of the folders were
recognized and all of the emails in the folders (as seen from Windows
Explorer) actually show up in the Mail folder. Unfortunately, most of the
mail in the Inbox--and none of the mail in the Sent Items--appear in the
folder when running mail. Why do they not appear? I can see that they are
still in the folder.

Thanks.

That depends on the method you used to 'restore' the mail folders.
Copying with the Windows file manager (Explorer) often results
in message store database corruption.
Backups should be done with WinMail's File > Export, while restore
should be done with File > Import. Alternatively, a third party product
that works well is: http://www.staticbackup.com/windows-mail-backup

I'm afraid it's a little late for that. Is there anyway to get Winmail to
reindex the folder?

If you still have a copy of your backup, have WM do a File,
Import, Messages, "Microsoft Windows Mail 7", then point it
to the folder 'Local Folders' in your backup.
