Messages cannot be accessed via webmail after download

I've never used a client like this before so I am not sure if it is standard
or not. I downloaded the e-mails into Windows Live and although there are ten
messages in the inbox, if I log into the webmail version of the school's
online e-mail system, it shows that there aren't any e-mails. Synching the
two does not do anything to alleviate the problem. What causes this? Is it
possible to not do this? Is this supposed to happen? Thanks.
 
By default, a POP email client program will delete a message
from the server after it has been downloaded. If that's not what
you want, you can change that setting. Go to Tools, Accounts,
select your mail account, Properties, Advanced, enable
"Leave a copy of messages on server." Depending on how
much server space your mail provider allows, you may want to
select one or both of the two associated 'remove' options.

POP mail cannot be synced. Only IMAP and HTTP mail accounts
have full syncing features.
