Message Sensitivity

I would like to create email messages using an external application that
sends to Outlook users but would like to have them only visible to addressees
and not visible to delegates. How would the email need to be contructed to
use the Outlook sensitivity functionality?

Mark as Private will get you part of the way. The recipients have control
of the permission levels they give their delegates, not you the sender of
email.
