Meeting Importance and Sensitivity greyed out

Hello,

Whenever i create a new appointment then select File > Properties, the
"Importance" and "Sensitivity" drop down boxes are greyed out. i can change
them by clicking the down arrow or "!" in the meeting window but i would like
to figure out why this is happening.

Outlook version is 11.8216.8210 SP3
