Message Rules "On this machine only"

Whenever (seems to be always) I create a rule, the "On this machine only" is
checked automatically, even though I neither selected it, not wanted it.

And then, when I go to "Run Rules Now", any rules that have "This machine
only" selected do NOT show up inn the listing to be picked.

I then have to go back through all my rules and *uncheck* that option.

I tried watching it, and it DOES occur automatically, just after the options
fro the rule are set.

This would be OK if it still showed up on the listing to be run, which it
never does.

Why is this, and how can I stop it from happening?

No, I'm on a single-user, WinXP Pro machine running Office 2003. And
(against majority opinion) I am running as a admin...

I am (another story) often transferring or re-installing my Office /
Outlook, and this happens every time I transfer rules. In addition, it
occurs every time I crate a rule...

Sigh...

It's going to happen when you import rules because each import may appear as
a different machine if the profile is new. AFAIK, you can't disable the
this machine only rule.

Why are you reinstalling office so often?

I'm always tinkering... experimenting for "the best way" to reach my
point... doesn't always work, and Outlook tends to be a bit cranky and needs
to be set up again... at least it seems so to me. I'd be real happy to find
a way around constantly installing, but haven't yet.

I understand the "This machine only" deal when I import rules... although I
DID like the way 2000 handled rules a LOT better than 2003...

I'm a LOT more troubled by the same thing happening as I set up a new rule
in an installed Office...

I've actually tracked and watched it automatically select the option whether
I want it or not, with my only alternative to back-track and erase... 'cause
once that option IS set, (not to be repetitious) the rule does NOT show up in
the Run a Rule list... it's not available...
