Rules "on this machine only"

New rules I write are set for "on this machine only." I can't uncheck this.

When I transferred my pst file from my backup after a crash, I had to go
through each rule and uncheck this option before it would operate. (Same
machine, new OS.) I would like to turn this off as I write/edit rules
because I anticipate moving this file again in the future.

Try exporting all your rules, restart Outlook once with the /cleanrules
command line switch, and reimport them.
